SUMMARY



Synopsis of Bill



HB 730 appropriates $400.0 from the general fund to CYFD for the purpose of contracting for a program that provides mentoring, job preparation and placement for youth in detention or on probation or parole statewide.



Significant Issues



This bill focuses on providing services to youth who are in detention, on probation or parole.

These services are directed toward training for employment or assisting the placement for employment.



PERFORMANCE IMPLICATIONS



CYFD's performance measure relating to re-commitment of juvenile offenders to either a juvenile or adult correctional facility is related.



FISCAL IMPLICATIONS



This bill appropriates $400.0 from the general fund to CYFD for expenditures in FY02. The expenditure is recurring and any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



This bill would require CYFD to develop an RFP and contract for the specified services and assign staff to monitor compliance with contract requirements.
