SUMMARY



Synopsis of Bill



This bill appropriates $300.0 from the general fund to CYFD for the purpose of providing rape crisis services in northern New Mexico. The services required are to include child sexual abuse education, speakers for school programs, programs to eradicate sexual prejudice, aid for sexual crime survivors, court monitoring and twenty-four hour crisis intervention hotline.



Significant Issues



CYFD currently contracts for some of these services through the Santa Fe Rape Crisis Center. The bill does not define "Northern" New Mexico and it is not clear as to what areas services need to be expanded. CYFD is also limited in providing these services to youths under 18 years of age and under. If services are to provided to persons over 18 years of age, it would need to done through a memorandum of understanding with the DOH.

FISCAL IMPLICATIONS



The appropriation of $300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



CYFD would administer this appropriation by contract.



TECHNICAL ISSUES



The term "Northern New Mexico" needs to be defined to indicate what portion of the state is included.
