SUMMARY



Synopsis of Bill



House Bill 375 amends the definition of resident student to include foreign nationals assigned to the armed forces on active duty in New Mexico, for the purpose of assessing tuition at post-secondary state institutions.



Significant Issues



According to CHE, non-resident tuition waivers provide a mechanism for subsidizing the cost of education for students who are non residents of New Mexico. The commission indicates this bill would apply to German Nationals stationed at Holloman Air Force Base in Alamogordo who would attend New Mexico State University (NMSU) and Singapore Nationals stationed at Cannon Air Force Base in Clovis.



The commission currently administers various tuition waiver programs authorized in statute.



FISCAL IMPLICATIONS



According to CHE, approximately 35 students currently enrolled at NMSU-Alamogordo fall into this category. The cost differential between non resident and resident under graduate tuition rates at NMSU-Alamogordo is $1,344. The cost to the state for the 35 students currently attending NMSU-Alamogordo would be $47.0.



Additional costs to the state can't be determined at this time since it is difficult to estimate the number of additional students that would participate in this waiver program as a result of lower tuition rates.



ADMINISTRATIVE IMPLICATIONS



The CHE indicates the administrative impact would be minimal.



OTHER SUBSTANTIVE ISSUES



The cost of various non resident tuition waiver programs is available upon request.
