SUMMARY
Synopsis of Bill
HB 237 provides for notifying the State Engineer and the mayordomo or superintendent of an acequia or community ditch prior to an application of a water rights transfer or point of diversion change.
Significant Issues
Taken as a stand alone bill HB 237 is simple and innocuous. However, this bill along with related bills such as HB 156, have the cumulative effect of denying individuals the reasonable right to benefit from market opportunities.
This bill along with others is clarifying the role of individual property rights with the rights of a community based irrigation system.
