has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 2, line 15, strike the closing quotation mark.

2. On page 2, between lines 15 and 16, insert the following new subsection:

"D. Local school boards shall allocate necessary resources to schools based upon the number of students who are reading below grade level to ensure that students receive supplemental reading instruction in order to read at grade level."".
