AN ACT

MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF PUBLIC EDUCATION TO ALIGN PUBLIC SCHOOLS' CURRICULA WITH ASSESSMENTS THAT INCLUDE PERFORMANCE MEASUREMENTS, DIAGNOSES OF STUDENT LEARNING DEFICIENCIES AND PREPARATION OF INDIVIDUALIZED PROGRAMS OF LEARNING TO MEET IDENTIFIED NEEDS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Nine million dollars ($9,000,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2002 for the development and implementation of a computerized learning system that aligns public schools' curricula to terranova tests, New Mexico content standards and benchmarks and current adopted textbooks. The learning system shall include pre- and post-performance tests that diagnose skill deficiencies, automatically prepare lesson plans to address the students' specific learning needs and measure objectives by grade levels. Curriculum content shall provide for the teaching, practice, testing and use of specific skills. The learning system shall provide reading, language arts and mathematics programs in English and in Spanish with the capability of translating the software to other languages. The learning system shall allow teachers to extend and customize lessons as appropriate. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
