Synopsis of Bill
Senate Joint Memorial 3 requests the State Department of Public Education to provide economic education instruction and other business-related training to elementary and secondary public school teachers in the state with existing resources.

FISCAL IMPLICATIONS
The department is requested to allocate $50.0 of the FY01 appropriation for economic education and other business-related training to school teachers statewide.
In order to comply with this request, SDE would have to enter into a contractual agreement with an independent provider and re-prioritize FY01 needs.
Currently, the general fund appropriation contained in SB15 and HB2 to SDE in the contractual services category is $730.6. Of the $730.6 amount, $480.0 is for standards-based assessment needs for grades 3, 5, 7 and 9, $20.0 for writing assessment in grades 4 and 6, $75.0 for the high school competency exam, $19.0 for software maintenance for equipment in professional licensure, $52.0 for maintenance of data processing equipment in information services and data collection, $15.0 to design and print the Quality of Education Survey, $20.0 for standards revision, the remaining balance of $49.6 supports other general fund programs such as bilingual education, alternative education, and vocational education.
It should also be noted, in Section 12, Budget Adjustment Authorization, both SB15 and HB2 do not allow agency category transfers of funds in or out of the contractual services category.
The department may also consider exploring the possibility of using federal funds in order to comply with Senate Joint Memorial 3.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Included in SB15 and HB2 is $2,000.0 for professional development to be distributed statewide to local school districts.
