SUMMARY
Synopsis of Bill
The bill amends Legislative Joint Rule 3-1 pertaining to conference committees. It adds a provision to require that conference committees and meetings consisting of two or more legislators and the governor or the governor's chief of staff be open to the public. It also requires reasonable public notice of such meetings. Finally, it provides that such meetings may be closed when discussing personnel issues or issues related to pending litigation or the purchase acquisition or disposal of real property or water rights.
Significant Issues
While the legislature may have a rule governing its meetings, the governor may not have to adhere to such a rule. The governor may or may not consent to the open meetings.
