SUMMARY
Synopsis of Bill
HJM 11 requests the U.S. Congress provide federal impact aid for communities located along the US\Mexico border. The bill notes the high population growth rate, the high unemployment rate, the low per capita income and poor living conditions of these border areas. The bill requests the NM Congressional delegation join delegations from other border states to pass legislation to render federal impact aid.
Significant Issues
HJM 11 remarks on NAFTA and its negative impact on border communities and the inability of state and local governments to cope with community problems. Federal aid requested would address problems associated with education (low English proficiency), health care, police protection, criminal justice and water and waste.
