Mr. President:

Your RULES COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 19, after "B" insert "or C".

2. On page 1, line 25, after "municipality" insert "that has not adopted a charter pursuant to Article 10, Section 6 of this constitution".

3. On page 2, line 1, strike the quotation mark.

4. On page 2, between lines 1 and 2, insert the following subsection:

"C. A municipality that has adopted a charter pursuant to Article 10, Section 6 of this constitution may provide for runoff elections by a charter amendment adopted by a majority of the qualified electors voting on the question at a subsequent regular municipal election."".,

and thence referred to the PUBLIC AFFAIRS COMMITTEE.
