REQUESTING THE COMMISSION ON HIGHER EDUCATION TO CONSIDER IMPOSING A LIMITATION ON TUITION INCREASES FOR LOTTERY SCHOLARSHIP RECIPIENTS.
WHEREAS, the New Mexico net lottery revenue, forty percent of which is deposited to the lottery tuition fund to provide lottery tuition scholarships, is projected to be insufficient in the near future to provide scholarships to all students who will be eligible and will apply for them; and
WHEREAS, any change in tuition by an educational institution that raises tuition for lottery scholarship recipients automatically increases the cost of the scholarship program;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the commission on higher education be requested to explore various methods of limiting increases in tuition for lottery tuition scholarship recipients and report its findings and recommendations to the first session of the forty-fifth legislature; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the commission on higher education.
