SUMMARY
Synopsis of Bill
SM 6 supports the reauthorization by Congress of the federal Ryan White Comprehensive AIDS Resources Emergency Act of 1990. The Act contributed $1 billion to cities and states to provide medical care, prescription drugs, transportation and other services to persons infected with the AIDS virus. The memorial further resolves that the NM legislature pass special increased funding for HIV and AIDS treatment and prevention programs.

The memorial delineates the following issues:
The National Association of Latino Elected and Appointed Officials ( NALEO) adopted a resolution calling for state legislative support for the reauthorization of the Act. NALEO also passed a resolution calling for increased state funding for HIV and AIDS program.
FISCAL IMPLICATIONS
Increase funding for HIV\AIDS programs is not included in the Act.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
HB 130 and SB 58 appropriate funds for HIV/AIDS services.
