SUMMARY

Synopsis of Amendment

The amendment to SJR 3 allows a municipality that has adopted a charter pursuant to Article 10, Section 6 of the constitution to provide for run-off elections by a charter amendment adopted by a majority of the qualified electors. The bill previously only allowed municipalities to adopt a run-off election by ordinance.

Synopsis of Bill

Senate Joint Resolution 3 proposes to amend Article 7 of the constitution of New Mexico to allow municipalities to conduct runoff elections.

FISCAL IMPLICATIONS

The bill does not appropriate funds. However, there is a $17.0 fiscal impact on the general fund because constitutional amendments must be printed and advertised by law. This is a non-recurring expenditure.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

House Joint Resolution 2 and Senate Joint Resolution 1 also call for the allowance of municipal runoff elections.
