Synopsis of Bill
SJM56 urges OSE/ISC to work cooperatively with other natural resource entities to develop and implement a comprehensive state water management strategy.
Significant Issues
While the memorial does not specifically state who the other entities are, it does mention state agencies which would include: the New Mexico Agriculture Department (NMAD), the New Mexico Environment Department (NMED), Department of Game and Fish (DGF), Energy, Minerals and Natural Resources Department (EMNRD), and the State Land Office (SLO).
In formulating a state water plan, SJM56 also implies the involvement of such state entities as: acequias, irrigation districts and, pueblos. Since the state is currently involved in litigation against the federal government in the lower Rio Grande and over environmental concerns in the middle Rio Grande, it is unclear whether OSE/ISC should be working in consultation with entities such as the Bureau of Reclamation, Fish and Wildlife Services and the Army Corps of Engineers.
