SUMMARY
Synopsis of Bill
Senate Joint Memorial 28 was introduced for the Education Initiatives and Accountability Task Force and is directed at the Legislative Education Study Committee (LESC), the Legislative Council Service (LCS), the State Department of Education (SDE) and the Commission on Higher Education (CHE). These agencies are requested to conduct a review of rules and statutes governing education to identify those rules and statutes that impede innovation and student achievement.
The report prepared by these agencies is to be submitted to the appropriate legislative interim committee by August 2000.
Significant Issues
The SDE reports that the SBE conducted an extensive review of its regulations during the past year, and, as consequence, "numerous regulations were revised or repealed". The SDE also reports that the SBE has conducted a "preliminary analysis" of statutes that may serve as barriers to student achievement.
The CHE analysis agrees with the need to review existing statutes and rules and to attempt to create a coordinated approach to all of a student's educational opportunities.
FISCAL IMPLICATIONS
None apparent. Agencies periodically review statutes pertaining to their responsibilities. The analysis submitted by SDE and CHE the two units will cooperate in the review.
