SUMMARY
Synopsis of Bill
Senate Bill 414 gives the Department of Environment the authority to collect on-site liquid waste system fees and creates the Liquid Waste Fund into which the fees will be deposited. The Environmental Improvement Board would have the authority to set the fees.
Significant Issues
Senate Bill 414 creates a new nonreverting fund, the Liquid Waste Fund.
FISCAL IMPLICATIONS
The generation of liquid waste fees for appropriation to the Department could potentially result in general fund dollars becoming available for the management of the liquid waste program. The fee-based revenue stream cannot be estimated until the Environmental Improvement Board sets the fees.
ADMINISTRATIVE IMPLICATIONS
The generation of liquid waste fees could also allow the Department to devote more resources to the process of inspecting and permitting on-site liquid waste systems.
