SUMMARY
Synopsis of Bill
This bill appropriates $800.0 from the irrigation works construction fund to the Board of Regents of the New Mexico State University to make infrastructure improvements in the Peñasco Soil and Water Conservation District in Chaves and Eddy counties.
Significant Issues
According to the NMDA, the Hope Community Ditch loses water due to percolation into porous soil before water reaches farmland to be irrigated. With this funding, a pipeline will be installed to prevent the loss.
FISCAL IMPLICATIONS
The appropriation of $800.0 contained in this bill is a non-recurring expense for expenditure in fiscal years 2001 through 2003. Any unexpended or unencumbered balance remaining at the end of FY03 shall revert to the irrigation works construction fund.
ADMINISTRATIVE IMPLICATIONS
The NMDA notes a minimal impact to pass funds to the Peñasco District.
