SUMMARY



Synopsis of Bill



SB119 appropriates $1,000.0 to the Human Services Department to support a statewide safe water assistance program to be administered by regional community action agencies. The program would assist indigent and low income persons. Unexpended funds at the end of FY 01 revert to the GF.



Significant Issues



SB119 does not describe eligibility requirements for the service population and the services to be provided under the program.



FISCAL IMPLICATIONS



The bill appropriates $1,000.0 in general fund. The appropriation does not contain administrative funds for either HSD and the Community Action Agencies.



ADMINISTRATIVE IMPLICATIONS



According to HSD the appropriation would be distributed to nine Community Action Agencies (CAA's) through contract. HSD would issue and monitor the contracts for appropriate fund expenditures.



CAA's would determine eligibility for the program. In the past some CAA's have subcontracted the services.



HSD reports that the lack of staff resources to monitor and manage the program would be troublesome for the department.



OTHER SUBSTANTIVE ISSUES



Previous safe water appropriations have been used to finance hook-ups to existing community water systems.



AMENDMENTS



Possible amendments to the bill may include income eligibility guidelines for the program (e.g. persons whose income is below 130% of poverty) and a description of services that could be provided under the program.
