SUMMARY
Synopsis of Bill
Senate Bill 51 appropriates $65.0 from the general fund to CYFD to contract for an environmental summer school work program in southern New Mexico.
Significant Issues
The bill proposes to offer at-risk youth ten to sixteen years of age a six week experience in school courses applicable to high school graduation. The participants may include adjudicated and non-adjudicated youth.
FISCAL IMPLICATIONS
The bill appropriates $65.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
The bill's passage will not have a significant administrative impact to CYFD.
OTHER SUBSTANTIVE ISSUES
An issue that needs to be clarified is whether department policy allows adjudicated and non-adjudicated youth to be in the same setting. Is the target population only juvenile justice clients? The bill does not specify if the participants are to be housed during program. Will the State Board of Education approve the application of these courses to high school graduation?
