SUMMARY



Synopsis of Bill



This bill appropriates $175.0 from the general fund to the Board of Regents of the Western New Mexico University for the Southwest Center for Research Analysis to provide technical assistance and to support the development of handbooks for intergovernmental coordinated planning for natural resources and environmental management. This bill carries an emergency clause.



FISCAL IMPLICATIONS



The appropriation of $175.0 contained in this bill is a recurring expense to the general fund for expenditure in fiscal years 2000 and 2001. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



EMNRD notes that the handbook may be used by the agency in working with other federal, state and local agencies.



OTHER SUBSTANTIVE ISSUES



According to EMNRD, the agency currently publishes the Annual Resources Report which compiles information that would support planning for natural resources management. EMNRD also periodically publishes information regarding permitting requirements for the environmental regulation of resource development. These are part of any planning effort and should be considered before duplicative efforts are funded.
