Synopsis of Bill
HJR 20 proposes to amend an article of the constitution to allow the legislature to establish a program of loans to teachers of the healing arts who are residents of New Mexico. In return for the payment of educational expenses, the teachers must contract with the state to practice their profession for a period of years after graduation. Currently this loan provision is only for students of the healing arts who are residents. This amendment is to be submitted to the people at the next general election, or at any special election prior to the general election.
