SUMMARY
Synopsis of Bill
HJM77 requests the Legislative Council Service (LCS) to establish a task force to conduct consensus planning on water banking legislation and to report its findings to the appropriate interim committee by November 1, 2000. HJM77 resolves that instituting a consensus water banking plan may result in better management of the state's waters while addressing concerns of traditional agricultural users.

SUBSTANTIVE ISSUES
HJM77 proposes the task force to use the enlibra negotiation process adopted by the western governor's association.
