SUMMARY
Synopsis of Bill
House Joint Memorial requests that the SDE and the LESC consider modifying the state's public school funding formula to include a cost-of-living variable.
Significant Issues
New Mexico, like the other 49 states is experiencing a teacher shortage which is expected to worsen over the next five years. The state's low teacher salaries rank it in the bottom five nationally, and the associated difficulties encountered in recruiting teachers are intensified for all school districts, especially those with high a cost-of-living, such as Santa Fe and Los Alamos.
The memorial also requests that findings and recommendations of the study to include a cost-of-living variable in the formula be reported to the LFC and the Governor no later than December 15, 2000.
ADMINISTRATIVE IMPLICATIONS
SDE and LESC staffs will conduct the study and make recommendations with current resources.
