SUMMARY
Synopsis of Bill
House Joint Memorial 15 requests that representatives of the New Mexico motor carriers association, the state highway and transportation department, the taxation and revenue department and the New Mexico petroleum marketers association undertake a study of alternatives to the weight distance tax.
The memorial requests that their findings and recommendations regarding alternatives to the weight distance tax to the revenue stabilization and tax policy committee no later than November 1, 2000.
Significant Issues
The State Highway and Transportation Department requests that the memorial be amended to also study the financial consequences of the pavement damage caused by heavy commercial vehicles.
FISCAL IMPLICATIONS
The State Highway and Transportation Department states that the department has pledged the weight distance tax for the next 15 years.
