SUMMARY



Synopsis of House Education Committee Amendment



The amendment adopted by the House Education Committee changes the word "program" to "strategy" in the title and in the request that the SBE develop a "strategy" instead of "program" for the participation of public schools in the "pledge Against Gun Violence Program."



The change in wording is consistent with a recommendation made by SDE. The intent of the bill is unchanged, but the request conforms to what should occur programmatically.



Synopsis of Bill



House Joint Memorial requests that SDE work with local school boards to develop a program promoting the national student pledge against gun violence.



Significant Issues



Historically, SDE has collaborated with local school district personnel to develop guidelines for programs to be implemented at the local level. SDE has not developed programs for local school districts. As written, the memorial suggests greater SDE involvement, a degree of involvement, the agency analysis claims, cannot be allocated given the agency's current funding. Moreover, the SDE analysis states, "Traditionally, student pledges are not a program within themselves rather a strategy or activity within an existing framework."
