SUMMARY
Synopsis of Bill
House Bill 480 proposes to temporarily freeze precinct boundaries for redistricting purposes.
Significant Issues
The bill suspends Section 1-3-2, 1-3-3 and 4-38-21 NMSA 1978 until January 31, 2002. This is the statute that authorizes county commissions to create new precincts or combine precincts and to alter their boundaries. In addition, all precinct boundaries are frozen until January 31, 2002, except those boundaries that are not in compliance with the provisions of the Precinct Boundary Adjustment Act.
The bill also allows the Secretary of State to authorize county commissions to adjust precinct boundaries in accordance with the Precinct Boundary Adjustment Act.
The act is repealed January 31, 2002 and has an emergency clause requiring the act to take effect immediately.
FISCAL IMPLICATIONS
There is no appropriation or fiscal impact contained within this bill.
