SUMMARY
Synopsis of Bill
House bill 402 appropriates $50.0 from the general fund to the New Mexico Office of Indian Affairs to develop a plan to provide needed services to frail elders in tribal communities statewide.
Significant Issues
Numerous tribal entities are currently considering options for providing long-term care services in their communities and considering the development of nursing homes. However, the State Agency on Aging is collaborating with some tribes and pueblos to implement certain services, including adult day care services, homemaker and other in-home services which are considered most cost effective. The State Agency on Aging recommends that tribal communities develop a plan that would consider various options, determine the most cost-effective long-term care system, and obtain input from elders. The funding proposed in House Bill 402 would augment this planning process.
FISCAL IMPLICATIONS
The appropriation contained in House Bill 402 is for expenditure in fiscal year 2001. Any unexpended or unencumbered balances at the end of fiscal year 2001 reverts to the general fund.
ADMINISTRATIVE IMPLICATIONS
House Bill 402 requires that the New Mexico of Office of Indian Affairs develop the proposed plan to provide needed services to frail elders in tribal communities statewide. The agency does not have the manpower or expertise to develop a plan. However, the agency could contract for the expertise needed to develop the plan.
TECHNICAL ISSUES
Proposed amendment to House Bill 402: On page 1, line 18, strike the words "to develop" and insert in lieu thereof the words "to contract for development of." The proposed amendment would allow the Office of Indian Affairs to contract for the development of the plan.
