SUMMARY



Synopsis of Bill



HB324 appropriates $225.0 from the general fund to the Department of Public Safety (DPS) to contract training programs for community oriented policing and to staff a mobile resource center to conduct the training programs. Any unencumbered or unexpended balance remaining at the end of fiscal year 2001 will revert to the general fund.



Significant Issues



DPS reports HB324 contains language which is vague. DPS contends HB324 appropriates money to staff a mobile resource that apparently does not exist. The appropriation may be enough to provide the mobile resource center, but would leave enough money to staff it.

DPS reports the language is not clear who the training is for but the training would be useful for community groups, local governments, and law enforcement agencies statewide.





FISCAL IMPLICATIONS



DPS reports HB324 appears to have no fiscal impact upon the department because the funds would be passed through to the contractor.



ADMINISTRATIVE IMPLICATIONS



According to DPS, the training division would have some initial administrative activity preparing an RFP for the provision of training and the purchase of a mobile resource center. Otherwise, administrative activity would be limited to monitoring the progress of the program which could be accomplished with existing resources.
