SUMMARY



Synopsis of Bill



This bill appropriates $798.8 from the general fund to the Board of Regents of the University of New Mexico for the purpose of expanding the College of Nursing instruction and general programs. This bill carries an emergency clause.



Significant Issues



According to the CON, by 2015, there will be a shortage of 114,500 nurses nationwide. The National Advisory Council on Nursing Education and Practice recommended that within ten years, 66% of registered nurses have a Bachelor's of Science in Nursing (BSN) degree; New Mexico currently has 27% of nurses with the BSN. Nationally, 37.4% of schools that limit student enrollment have done so because of faculty shortages.



FISCAL IMPLICATIONS



The appropriation of $798.8 contained in this bill is a recurring expense to the general fund for expenditure in fiscal years 2000 and 2001. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



CHE recommends that the following language be included for all new recurring higher education programs: "A plan for a program evaluation, including specific program goals and criteria for assessing program effectiveness shall be submitted to the LFC and CHE by October 1, 2000. An assessment of the program will be completed prior to June 30, 2001 and submitted to the LFC and CHE."
