Synopsis of Bill
SB209 appropriates $145.0 in general fund to the Corrections Department (CD) to provide counselors and advisors for spiritual counsel of Native American juveniles and adults incarcerated in state facilities.
Significant Issues
CD reports the appropriation does not specify whether the counseling is only for juveniles within adult facilities or whether it also includes counseling for those juveniles under the supervision of Children Youth and Families.
FISCAL IMPLICATIONS
SB 204 appropriates $145.0 in general fund. CD reports the appropriation should provide for services to adequately contract for the necessary counselors to meet the provisions of the bill.

CD reports the administrative impact to the agency would be minimal.

HB 209 should specify what juveniles are to be served by the bill.
OTHER SUBSTANTIVE ISSUES
According to CD, because the CD has no authority over juveniles being supervised by Children, Youth and Families Department, the CD would have no way of implementing counseling for juveniles outside from adult facilities.
CD suggests CD only be responsible for those juveniles who are incarcerated in the department's correctional facilities and not those juveniles supervised by the Children, Youth and Families Department.
