SUMMARY
Synopsis of Bill
House Bill 123 appropriates $500.0 from the general fund to CYFD for the following early childhood services with the emphasis on needs in rural areas:
Community-based services;
In-home and school programs;
Family support services; and
Education and home visiting programs for special needs children.
Significant Issues
The bill states that the department can provide the services in-house or through a contract provider.
FISCAL IMPLICATIONS
House bill 123 appropriates $500.0 from the general fund and is recurring. The Executive and the LFC budget recommendations do not include additional funding in FY01 for this program.
ADMINISTRATIVE IMPLICATIONS
The CYFD currently provides administration and monitoring of program service contracts. The passage of this bill would have minimal impact to the department.
TECHNICAL ISSUES
On line 21 after the word education, delete the word "and".
OTHER SUBSTANTIVE ISSUES
According to CYFD, " the funding would support five to eight additional communities, especially in rural areas."
