SUMMARY



Synopsis of Bill



This bill appropriates $5,000.0 to the SDE for expenditure in fiscal year 2001 to establish a literacy enhancement program utilizing distance learning.



Significant Issues



The bill requires the use of software based on reading solutions focusing on reading sub-skills master, phonemic awareness and reading comprehension training. The program shall include a research-based diagnostic test battery identifying visual, auditory and oral aspects of reading and grade level assessments and program monitoring.



The bill does not specify any grade levels for emphasis and could be used at any grade level. Funds made available through the provisions of this bill could be used to supplement existing SBE literacy enhancements initiatives in a student's early years or initiate programs at other age and grade levels.



FISCAL IMPLICATIONS

The SDE analysis indicates the agency does not have the resources to implement the provisions of the bill but could contract the services out or enter into a joint powers agreement (JPA) with an entity that does.



ADMINISTRATIVE IMPLICATIONS



Any impact on the administration is indeterminate at this time.
