SUMMARY



Synopsis of Amendment



This amendment adds the following language: The institution receiving the special appropriation in this bill shall submit a program evaluation to the LFC and the CHE by August 1, 2001 detailing the benefits to the State from having this program implemented for a one-year period."



Synopsis of Bill



This bill appropriates $415.0 from the general fund to the Board of Regents of the New Mexico State University for the Native American Bridges program to meet critical needs in Native American higher education. Funding will support a summer program of short courses; classes and workshops; and development of an American Indian studies program.



Significant Issues



According to the CHE, the Native American Bridges program is a statewide program which focuses on recruiting and retaining Native American students.

FISCAL IMPLICATIONS



The appropriation of $415.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



The CHE recommends that the following language be included for all new recurring higher education programs: "The institution receiving the special appropriation in this bill shall submit a program evaluation to the LFC and the CHE by August 1, 2003 detailing the benefits to the State from having this program implemented for a three-year period."
