I request that the following capital outlay project be funded:

to the board of regents of New Mexico state university

one million two hundred fifty-three thousand dollars ($1,253,000) for phase 2 of the Dona Ana branch border area satellite instructional facility of New Mexico state university at Sunland Park in Dona Ana county.
