has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 11, strike "ESTABLISHING" and insert in lieu thereof "IMPLEMENTING".

    2. On page 1, lines 24 and 25, strike "establish and administer" and insert in lieu thereof "implement".

    3. On page 2, line 5, strike "shall" and insert in lieu thereof "may".

    4. On page 2, line 7, strike "shall" and insert in lieu thereof "may".

    5. On page 2, line 19, strike "establish and administer" and insert in lieu thereof "implement".

    6. On page 2, line 21, after "counseling", insert "and cover the costs for contracts for services, materials and other necessary costs".,

and thence referred to the FINANCE COMMITTEE.
