has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 14, before the period, insert "; DECLARING AN EMERGENCY".

    2. On page 13, between lines 13 and 14, insert:

    "SECTION 4. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
