A MEMORIAL
REQUESTING THE LEGISLATIVE FINANCE COMMITTEE TO STUDY THE EFFECTS OF MARIJUANA LEGALIZATION IN COLORADO AND WASHINGTON.
WHEREAS, Colorado and Washington are the first states to legalize marijuana production, sale, possession and use; and
WHEREAS, the effects of marijuana-legalization measures on Colorado and Washington can inform New Mexico policymakers and residents who are considering whether to similarly legalize marijuana in New Mexico;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the legislative finance committee be requested to study the effects in Colorado and Washington of marijuana legalization on:
A. state revenue and agricultural production levels;
B. illegal drug-addiction rates;
C. state and local law enforcement resource levels;
D. federal law enforcement efforts; and
E. testing for high-danger jobs, such as those in heavy-equipment operation and public safety; and
BE IT FURTHER RESOLVED that the legislative finance committee report its findings to the appropriate interim legislative committee in fall 2014; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the legislative finance committee.
